For anyone interested, deep sea divers are integral to pipeline construction and repair. Not sure why they couldn't lay dynamite too. I have a friend (best storyteller I've ever met in terms of describing things) whose father actually was a lead on one of the first major North Sea pipeline projects (my buddy is in his late 60s now), the descriptions of how these pipelines were constructed then is pretty wild.
But yes, there are people working for private biz that do the kinds of things that would make simply transporting dynamite or some other explosives a relatively simply task compared to the other things they can do. I assume for a few million bucks a few might be willing to blow up a Russian pipeline.
