As an engineer with an engineer daughter now getting her doctorate at a school with the latest 2-time Nobel Prize winner, I can tell you firsthand that there are plenty of brilliant American kids. The benchmark for getting into a prestigious engineering school like Illinois has become significantly harder to achieve than it was back in the 80s. Now, you argue about why that is the case (more applicants, Illinois taking more foreigners, out of staters, etc.). But, it is a fact that the standards have increased pretty significantly.
I appreciate what you are saying about the lower performing kids - even illegals are not allowed to fail. But, the top kids are outperforming their peers in math from the 80s (I am comparing 2010's Arizona math to 1980s Naperville math - the top Arizona kids are 2 years ahead by the end of high school).
The high tech companies love H1B's because they are cheaper and easier to manipulate/control.

The WSJ had a front page article detailing the increasingly bad mental performance of Biden. It is behind a paywall but the gist is there were concerns when he ran for president in 2020, but he declined as time went on and was particularly bad the last 2 years. He ran for another term because his staff covered up for him and no one could tell him no (kinda like trying to tell grandma she is too old to drive).
It sounds like increasingly each cabinet member ran their area as they wanted and rarely actually met with Biden. Who was behind all the executive orders and college loan handouts? -- they imply that his immediate staff who were Obama era types. (when Biden was elected I never thought we were going to have a far left administration, but we did. AOC must have been particularly happy)
Fox News keeps saying Biden was "on vacation" 540 days during his presidency, about 40% of the time. This stat I think measures all the time he was in Delaware or elsewhere and "working remotely". He certainly was not a leader and certainly not "president" most of the time, regardless of where he was.

Although his wife denies making decisions for him, history says different and Peggy feels it is not kind to the Wilsons. She concludes history will not be kind about Biden's mental capacity, despite all the Democratic Party attempts to claim otherwise.

I was admitted to UI engineering 12 months in advance as a soon to be senior. She was wait listed December of her senior year and accepted on the 2nd go around. Her test scores, class rank, etc. were all superior to mine - plus she is female. Quite obviously, the UI accepted a bunch of kids first go around. Now, who were they is the question?
Illinois high school students are also losing access to Illinois engineering. Lots of fully qualified people being forced to go to Utah, Arizona, etc. for engineering. These smart kids are just as smart or smarter than the kids from the 80s.
Now, if you want to discuss non-engineering caliber students - have at it. I suspect you are right that the standards are diminished. For example, Chicago mandated Chicago high schools pass illegals who can't speak a lick of English.
But, the top kids are very well educated and very qualified. Sadly, the tech industry loves their H1B's. It is nice to be able to threaten your workforce with expulsion from the country if they don't comply.
I was in Florida in May 2020 for work. I believe I was in Port Charlotte at the baseball stadium. Now, I was at the back of the empty parking lot to launch a HAB from a pickup truck when up drives an older couple and they ask me if we are the COVID testing people. LOL. Stay away! No, we are not! Another car drove up and asked the same question - so some error was broadcast on the radio.
Anyway, Florida was pretty dead in May 2020. But, by late June 2020 business had picked up. The waterpark at Universal was lit - zero fear of COVID there. All thanks to your great Governor!
