I remember a debate on here several months ago regarding who had more players get scholarships. My brother lives in Royal Oak, MI and sent me the top 25 football prospects and where they are going.

It seems Illinois produces more players, but the quality of the Michigan kids seems higher based on where they are going.
1. Justin Rogers 6' 4" 305 lbs Kentucky.
2. Braiden McGregor 6' 5" 260 lbs Michigan.
3. Makari Paige 6' 3" 190 lbs Michigan.
4. Cameron Diaz 5' 11" 185 Ohio State.
5. Rocco Spindler 6' 4" 290 junior.
6. Cornell Wheeler 6' 1" 225 Michigan.
7. Jaylen Reed 6' 195 junior.
8. Garrett Dellinger 6' 4" 275 junior.
9. Enzo Jennings 6' 2" 185 Penn State.
10. Grant Toutant 6' 7" 325 Ohio State.
11. Peny Boone 6' 1" 220 Maryland.
12. Andre Seldon 5' 8" 165 Michigan.
13. Donovan Edwards 5' 11" 200 junior.
14. Dallas Fincher 6" 4" 290 Michigan State.
15. Abdur Rahaam Yaseen 6' 2" 180 Northwestern.
16. Maliq Carr 6' 5" 230 undecided.

Maybe its an anomaly in Michigan this year, but I cant recall the last time Illinois had top 25 players all hold power 5 conference scholarship offers.
